As a student I feel the pain of carrying a high debt load and wish that we could find a way to offset the burden a bit. At the same time, I wonder to what extent the problem in Nova Scotia reflects university management itself. For example, I've heard that Dalhousie has one of the highest tuition rates and one of the lowest student-teacher ratios in the country. Could small class sizes (or other university policies) be contributing the problem as much as ineffective government policy?
